COST OF SERVICE STUDY
AND RATE DESIGN

KPP Staff offer the amenity of a cost of service study and rate design to determine electric utility rates our members.  

ELECTRIC UTILITY LONG-TERM PLANNING AND FUND ANALYSIS

Upon request of a member, KPP can provide long-term capital improvement planning and forecasting for the member’s electric utility fund.  In addition, KPP can assist with the review or preparation of financial policies and practices. 

DISTRIBUTION SYSTEM ASSESSMENTS

KPP can provide an assessment and a report of the utility’s electric distribution system infrastructure.  This assessment identifies safety, reliability, and efficiency issue.  The final report can be used to assist city staff with recommendations for the governing body for minor or major maintenance and upgrades for the budget planning processes.

ANNUAL SCORECARD

Data is collected from the member’s most recent financial audit to provide an analysis of the financial health of the member’s electric utility fund. Members are given an overall financial score, 5-year trend charts on various metrics, fund balance comparisons, revenue and expense comparison, and customer revenue analysis.  Additional financial reporting assistance is provided upon request.

ENERGY EFFICIENCY PROGRAM

KPP works with each member city to provide residential and commercial utility customers with rebates and incentives for the installation of new high efficiency electric products.  Some these items include:

  • Air conditioners.
  • Electric heat pumps.
  • Water heaters.
  • Refrigerators.
  • EV Level 2 charging units.

CYBER SECURITY

KPP offers assistance to members with Cyber Security efforts through aid with policy development, bi-yearly hosting of GridEx, and currently, the 2024 CyberSecurity Summit Series by Skyhelm.  KPP is also active with the American Public Power Association and the Department of Energy to determine cyber security needs and ways to help protect members against cyber-attacks.
